TERRE HAUTE, Ind. (WTWO/WAWV) — The U.S. Department of Defense’s Office of Local Defense Community Cooperation (OLDCC) has awarded the City of Terre Haute a $664,875 grant to support infrastructure improvements near the Terre Haute Regional Airport and the 181st Intelligence Wing of the Indiana Air National Guard.
The Hulman Field ANGB Readiness project will be led by the City’s Engineering Department and will include a comprehensive water and sewage study.
“This grant is a major step forward in addressing critical infrastructure needs while supporting future growth on Terre Haute’s east side,” said Marcus Maurer, City Engineer. “It strengthens our partnership with the 181st and the airport and opens the door to development that could drive job creation and long-term success for our community.”
The study will identify solutions for extending utility services to unserved areas on the south side of the airport, unlocking more than 800 acres of future development.

Colonel Ryan Harvey, Commander of the 181st Intelligence Wing, added, “Reliable infrastructure is essential to mission readiness. This project enhances our ability to serve the community, state, and nation effectively, while deepening our connection to the local community.”
The project is expected to begin immediately, with the initial planning phases scheduled for the summer of 2025. The full scope of the study will be completed by June 2026.
